In short
An employee monitoring software comparison should start with your purpose, not a feature list. Check monitoring depth, data loss prevention, insider risk tools, hosting options, operating system support, privacy controls and licensing. Teramind, ActivTrak, Hubstaff, Insightful and Microsoft Purview Insider Risk Management each lead with a different job, so the right fit depends on what you need.

Start with the purpose, not the feature list
The ICO's guidance on monitoring workers says you must be clear about why you are monitoring and use the least intrusive means that achieves it. That is a legal duty, and it is also the most practical way to choose software. Tools in this market are built for quite different jobs:
- Workload and productivity insight: how time is spent across apps and websites, active and idle time, team trends and capacity.
- Time, attendance and billing: timesheets, clock-ins, schedules, payroll and client invoicing, often for remote or field teams.
- Security and insider risk: spotting risky behaviour, keeping an audit trail and investigating incidents with evidence.
- Data loss prevention: inspecting what is shared and stopping sensitive data leaving through email, uploads, USB storage, the clipboard or AI chats.
A product that is excellent at one of these can be the wrong choice for another. A time tracker with screenshots will not stop a customer list being uploaded to personal cloud storage, and a full insider risk platform is more than you need, and harder to justify, if all you want is a fair view of workload. If you are new to the subject, what is employee monitoring explains the main types, and the ICO monitoring workers guidance page explains the legal tests that every option has to pass.
The criteria that separate employee monitoring tools
Once the purpose is clear, these are the questions that make the real differences visible:
- Monitoring depth: which channels are captured (apps, websites, files, email, instant messages, printing, keystrokes, screen) and whether each can be switched off for groups that do not need it.
- Data loss prevention: whether the tool only reports activity or can inspect content and warn, block or redact on the computer itself.
- Insider risk: behaviour rules, anomaly detection, risk scoring, alerts and how quickly an investigator can see what actually happened.
- Deployment and data location: vendor cloud only, or private cloud and on-premises options, and where monitoring data is held for UK GDPR transfer purposes.
- Operating system support: Windows, macOS and Linux coverage, terminal servers and virtual desktops, and which features are missing on each platform.
- Privacy controls: schedules, exclusions, masking, role-based access, anonymised or aggregated reporting and a visible agent where transparency matters.
- Licensing model: per user or per device, plan tiers, add-ons, minimum seats and monthly or annual terms.
- Set-up and support: who scopes it, rolls out the agent, builds rules and dashboards, and helps with changes after go-live.
It also helps to ask what a product deliberately does not do. Some vendors make a point of leaving out keystroke logging, email content or video, and for some organisations that is exactly the right trade-off.
Five employee monitoring products compared
The table summarises each product from its own website and documentation as we found them on 1 November 2026. It is not a ranking: each product is shaped for a different job. Plans and features change, so check the current position with the vendor, or with us for Teramind, before you buy.

Where Teramind fits, and where it may not
We supply, set up and support Teramind, not the other products on this page, so weigh our view with that in mind. We chose it because it covers the widest range of the jobs above in one agent and one console:
- Breadth in one platform: activity monitoring, productivity analytics, insider threat detection and, on the DLP plan, content-aware data loss prevention.
- A choice of hosting: Teramind Cloud, a private cloud in your own AWS or Azure account, or on-premises virtual appliances.
- Enforcement on the computer: rules can warn, block, notify or record at the moment something happens, not only report it afterwards.
- Granular privacy controls: monitoring profiles by group, channel switches, schedules, exclusions, masking, role-based access and a visible Revealed agent.
The honest trade-offs: that depth means more to justify in a DPIA, Teramind does not monitor phones or tablets, its macOS and Linux agents have fewer features than Windows, and it is not a payroll or client-invoicing tool. If a lighter, analytics-only product meets your purpose, the ICO's least-intrusive test may point you there, and we would rather say so than oversell. The Teramind pricing and plans page shows which features sit in which plan.
UK law applies whichever tool you choose
The legal duties are the same whether a tool costs nothing or sits at the top of a vendor's range. The ICO's guidance makes a few points that matter directly to a comparison:
- You are the controller. The vendor is usually your processor, so you need a written contract with it, and the ICO warns against assuming a purchased package is compliant.
- Hosting location matters. If monitoring data is held or accessed outside the UK, that is a restricted transfer that needs appropriate safeguards.
- High-risk monitoring needs a DPIA. The ICO's examples include keystroke monitoring, processing biometric data and monitoring that may result in financial loss, such as performance management.
- Transparency is expected. Workers must be told about monitoring except in very exceptional, targeted covert cases, and several products in this market can be installed silently, so the decision rests with you.
Our employee monitoring law UK guide covers the framework, and the employee monitoring DPIA page shows how product settings feed the assessment. This is general information based on the ICO's published material; take legal advice for your situation.

How to run a fair comparison
A short, structured evaluation avoids buying on a demo alone:
- Write down the purpose and the specific problems you want to solve, in plain language you could share with staff.
- Screen for a DPIA early, because the answer shapes which channels and features you can justify.
- Shortlist on capability: drop tools that cannot do the essential job, and tools that can only do it by collecting far more than you need.
- Check hosting and contracts: where data is stored, who can access it, retention controls and the vendor's processor terms.
- Pilot with a small, informed group and test the privacy controls you plan to rely on, not just the dashboards.
- Consult staff or their representatives and update your employee monitoring policy before a wider roll-out.
Licensing models differ enough that headline comparisons can mislead, so our employee monitoring software pricing guide explains what drives the cost.

Head-to-head comparisons
How Forever Systems helps with employee monitoring
We supply, set up and support Teramind for UK organisations. Monitoring only works if it is lawful and trusted, so we help you collect what you can justify rather than everything the product can record.
- Scoping: we talk through what you want to achieve, who and which devices are in scope, and which Teramind plan and hosting option fit
- Inputs for your paperwork: we explain what each setting records, so your data protection impact assessment and monitoring policy describe the real set-up
- Privacy-first configuration: recording schedules, exclusions, masking, role-based access and a visible agent where that is right for you
- Deployment: agent roll-out through your existing device management tools, plus the rules, alerts and dashboards that answer your questions
- Ongoing help: we can help your administrators tune rules, keep agents up to date and review plans and licence counts at renewal

Frequently asked questions
What is the best employee monitoring software in the UK?
There is no single best product; it depends on your purpose. Workforce analytics tools suit productivity insight, time trackers suit attendance and billing, and platforms such as Teramind suit insider risk and data loss prevention. Under UK law you should pick the least intrusive tool that meets a clearly defined purpose.
What are the main alternatives to Teramind?
Products often compared with Teramind include ActivTrak (privacy-first workforce analytics), Hubstaff (time tracking and payroll), Insightful (workforce analytics with an on-premise option) and Microsoft Purview Insider Risk Management (insider risk inside Microsoft 365). Each leads with a different job, so they are alternatives only for some purposes.
Which employee monitoring software can be hosted on-premises?
From the vendors' own published material, Teramind offers on-premises deployment as a virtual appliance and private cloud in your own AWS or Azure account. Insightful offers on-premise deployment for at least 250 licences and a private cloud option, each for an extra service fee. We found no on-premises option in ActivTrak's or Hubstaff's published plans, and Purview runs in Microsoft's cloud.
Does all employee monitoring software record keystrokes?
No. ActivTrak states that it does not use keystroke logging, email-content monitoring or camera access, and Hubstaff says it does not record individual keystrokes. Teramind can log keystrokes from its UAM plan, and the channel can be switched off. The ICO lists keystroke monitoring among the high-risk examples that need a DPIA.
Is it legal to compare tools with a free trial on staff computers?
A trial is still monitoring, so the same UK GDPR duties apply: a lawful basis, a clear purpose, telling the people involved and, for high-risk features, a DPIA. Running a small pilot with informed volunteers is the safest approach. This is general information, not legal advice.
